On October 9, 2025, CISTRAT, invited by UNESCO's International Centre for Engineering Education (ICEE), participated in the 5th International Conference on Women in Engineering, Economy, Technology, and Innovation (SE2TI 2025) at Tsinghua University. Prof. Liu Dongmei, Director of CISTRAT, delivered a keynote speech at the conference.

The 5th International Conference on Women in Engineering, Economy, Technology, and Innovation (SE2TI 2025) was jointly organized by the International Centre for Engineering Education (ICEE) and the International Science, Technology and Innovation Cooperation Centre for South-South Cooperation (ISTIC) under the auspices of UNESCO, with the theme "Trailblazer of Tomorrow's Innovation." Former UNESCO Director-General Irina Bokova delivered a special speech via video. Representatives from UNESCO East Asia Regional Office, the National Commission of UNESCO in China, the China Association for Science and Technology, Tsinghua University, and ISTIC gave opening remarks.

Prof. Liu Dongmei delivered a keynote speech titled “Supporting the Growth of Famale Sci-tech Talents: Policies and Practices in China” at the plenary session themed “Breaking Barriers: Policy Reforms for Women in Science, Technology, and Innovation.” In her speech, Liu systematically introduced the national-level legal systems and policy measures supporting the development of women in science and technology, as well as local-level policy innovations aimed at promoting women's participation in scientific and technological innovation. Using specific policy documents such as the Measures to Support Women Scientists and Technologists in Playing a Greater Role in Scientific and Technological Innovation (2021) as examples, she analyzed the policy breakthroughs China has achieved in supporting the development of women in science and technology. She proposed that future policy directions should shift from broad-based support to targeted empowerment, from focusing on individual women to changing the systemic environment. Additionally, it is necessary to assess the impact of new technologies such as AI on women in science and technology, and to establish a full-cycle support system for women in this field. During the Q&A session, Liu exchanged views with the participants on topics including the highlights of China's policies supporting women in science and technology, career development for women in science and technology, and women's participation in international organizations.

During the event, CISTRAT, together with experts and scholars from engineering, technology, education, and industry fields worldwide, as well as industry practitioners, jointly explored how to promote women's active participation and leadership enhancement in the fields of Science, Engineering, Economy, Technology, and Innovation (SE2TI) under the framework of the 2030 Sustainable Development Goals. They conducted in-depth exchanges and experience sharing focusing on promoting gender equality, stimulating women's innovative potential, and advancing the deep integration of the SE2TI fields.
