On January 9, 2019, at the invitation of President Hu Zhijian, Dr. Philipp Boeing of the Center for European Economic Research (ZEW) gave a lecture titled The Effect and Effectiveness of R&D Subsidies at Meeting Room 304 of the CASTED building. Based on the R&D data of Chinese enterprises from 2001 to 2011, Dr. Philip Boeing evaluated the impact of R&D subsidy abuse on R&D expenditure with the econometric method, and discussed the regulatory absence against the abuse of R&D subsidy and associated moral hazard. Dr. Philip Boeing believes that the abuse of R&D subsidies greatly weakens the effectiveness of R&D projects. The participants had a heated discussion on the theme of the lecture.
