Abstract: Chengdu City and Aba Prefecture of Sichuan Province jointly built the Chengdu-Aba industrial park. They organized the administration committee of the industrial park and founded the investment and development company together. Based on regional cooperation, they created a new mechanism of ecological compensation, which used Enclave Industrial Park as a carrier. The new mechanism improves the development ability of the undeveloped areas and its experience deserves to be studied by other similar areas.
