Abstract: The survey found that almost half of S&T professionals felt difficult in changing jobs, especially like females, quinquagenarians, lower tittles and S&T professionals working in scientific research institutes. This paper points out that it is mainly because of the weakness of human resource capital. Compared to the human resource capital, the influences of traditional household registration system and personal files have dropped a lot. But some new influencing factors emerged, such as the undeveloped professional talent service institutions, the imperfect social security system and talent evaluation mechanism.
