Abstract: Since reform and opening up, promoting the flow of talents among different institutions has always been a key point of China's S&T policy. The investigation showed that it has achieved good results of the talent flow policy. S&T professionals flow more frequently, and are more likely to flow. Market mechanism becomes the main orientation of the flow instead of national arrangement. Personal file, household registration and other traditional systematic obstacles gradually weakened. Flow is very important for personal development. However, it is still a big challenge to promote the talents flowing among enterprises and public institutes, and to conduct the talents flowing to enterprises, social organizations and first line.
