Abstract: During the past 20 years, SBA (Small Business Administration) of America has provided lots of investment and financing services, business consulting services and other services to SMEs. Small Business Innovation Research Program (SBIR) and Small Business Technology Transfer Program (STTR) are the two of them providing innovation service to SMEs. They become the most successful service mode and have stimulated the entrepreneurial spirit of American domestic enterprises broadly. This paper summarizes the successful experience of SBA in promoting the innovation of SMEs and gives suggestions for Chinese government.
