Abstract: In order to promote the development of industrial clusters, German federal government issued a series of cluster policies, and formed cluster plan system represented by four families as biological area, regional innovation, comprehensive and Ministry of Economics and Technology. Cluster plan took industrial cluster as a supportive object, which had different location but could be complementary, it fully supported the innovation subjects as enterprises, scientific research institutions, universities in the key areas and the east. It also promoted the development of German industrial cluster. In the future, China's innovation policies may take the industrial cluster as the supportive object, establish national and regional cluster development plans, and foster a number of industrial clusters with global competitive advantages.
