Abstract: Facing the new situation, poverty alleviation policy should not be focused in the rural as heavy as before. With the acceleration of urbanization, permanent resident population in urban is higher than in rural. Urban poverty population grows very fast that can hardly be ignored. Comparing with rural poverty, urban poverty has more impacts in social stability and economic development. As a result, this paper suggests that China's poverty alleviation policy should not ignore urban areas. Urban and rural should be coordinated in poverty alleviation.
