48th Report in 2012: On Systematic Mechanism Innovation of National Institute of Biological Sciences

Abstract: This paper reviews the 7 years' developmental process of National Institute of Biological Sciences, and summarizes the main methods of its systematic mechanism innovation. Then it rethinks the developmental problems of China's basic research institutes and proposes some policy suggestions on it.
