Abstract: National 11th Five-year Science and Technology Development Plan proposed 9 science and technology indicators and the development goal for 2010. To the end of 2010, only 6 indicators achieved the anticipated goals. While 3 indicators like R&D/GDP, science and technology activities personnel quantity, and the ratio of high-tech industries value added to manufacture value added, didnt not fulfill the goal. The 3 indicators covered 3 important aspects that concerned by society which were science and technology input, science and technology personnel input, and science and technology supporting economy transformation. This report analysed on how to understand these issues correctly.
