Abstract: After the study of technology import system which was established after 1950s, and the innovation system which cooperated among industries, universities and academia in Japan, this thesis analyses the main content of building the system of promoting technological transformation in Japan and its function in promoting innovation through many aspects, such as the formulation of policies and regulations,the construction of cooperative R&T network,and etc. This thesis also proposes some suggestions on technological transformation of China.
