Abstract: Recently, Chinese foreign exchange reserves has grown rapidly, and already far met the basic functional needs, such as import payment ,foreign debt payment and etc. This report suggests that China should open new channels in utilizing this resource and international innovation resource, to promote China's development mode transformation.
