Abstract: Foreign technology dependency is an important index to measure China's innovative capability. However, traditional algorithms of foreign technology dependency ignored the global impacts, so it couldn't accurately indicate the reality. This thesis proposed that the new measurement should consider the globalization impacts, such as the influence from foreign funded enterprises, in order to make the index more comprehensive. According to the new method, the author recalculated the index over last 10 years and forecasted foreign technology dependency of China in the future 10 years. In the end, the author believes that China's innovation goal for 2020 is able to fulfill.
