Abstract:According to the STI system theory, this thesis divided China's counties into three types. The first type of counties are weak in STI ability.Because the development of these counties are still dominated by agriculture, which slowed the development of their STI ability. The second type of counties are more industrialized. They are more active in STI. Their STI activities are mainly about technology results transformation. The third type are highly industrialized. These counties already developed characteristic cluster modes. This thesis proposed relative policy suggestions on the development of each type of counties.
