Abstract: Characteristic industrial base of Torch programme distributes mainly in minor cities and counties. It is an important medium to connect S&T work and local economy together. Characteristic industrial base in some specific area is very competitive in the world. It also has certain R&D ability. From national side, characteristic industrial base can have a good match with high-tech zone to promote China's S&T industrialization. From local side, it becomes advanced developmental industry and will be formed advantaged industrial cluster to promote local innovation ability. At present, economic aggregate(include output value, profit, tax, export and other index) from all characteristic industry bases occupied 2/5-3/5 of China's high-tech zones. The general income, net profit and other index of one characteristic industry base equally occupied about 15% of high-tech zone .Local governments at all levels valued promoting local economic development by characteristic industry bases construction .This article gives following suggestions to make characteristic industry base as economic developmental core of local areas. First, we should remain and enhance the present distribution. Second, we should strength the core area development of characteristic industry base. Third, we should spread the cluster pilots in characteristic industry base. Fourth, we should make characteristic industry base the core of local economic development by establishing financial innovation pilots.
