Abstract: Innovation system development in local areas can perfect national innovation system and district innovation system. It also promotes county economic development. This article analyses the features , structure, and operating mechanism of this innovation system. Basing on investigation of innovation system in different local areas, this article gives some policy suggestions to government decision-making departments.
