Abstract: R&D/GDP is the core index of science and technology planning. According to the achievements of "11th five-year plan", we can see some problems in these planning goals, such as the goals for big provinces of economic ,science and technology are too low to support national goal. However, goals for the undeveloped areas are too high to achieve. The R&D/GDP index does not only reflex the investment scale , but also has a close relationship with regional economic development and technology resources. As a result, when local governments making plans, basing on considering regional goal and national goal together , they should also consider the aspects mentioned above to make better plans for the country. Based on the above considerations, this article gives planning suggestions for every region in their "12th five-year plan".
