Abstract: Learning advanced experience of volunteer service development from abroad will help China 

improve its social development and social management level. This article introduces the practices

done by Taiwan university students’ volunteer organizations in poverty relief process. It also 

summarizes the successful experience of those activities and proposes some policy suggestions about

 the cooperation between government and volunteer organizations.
