Abstract: Promoting the cooperation among industries, institutes, and universities toward

 technologies is an important project in building national innovation system. Since 1990s, 

Austrian government did lots of exploration in promoting the cooperation among industries, 

institutes, and universities. It enhanced international competitiveness of Austrian industrial 

innovation through the following ways. First, it got rid of the old ways that supported by S&T 

programme. Second, it used innovation organization to support the cooperation among industries, 

institutes, and universities. Third, it got financial aid both  from central and local governments 

and linked financial aid with regular assessment. Fourth, it strived to promote the sustainable 

development of the cooperation among industries, institutes, and universities. Fifth, it created 

industrial platform for technology innovation. These experiences afford some revelation for China 

to develop its strategic alliance of industrial innovation.
