116th Report in 2010: Ideas on Deepening and Widening Openness of S&T Programs in China
Abstract: The open of China’s S&T programs is an important way to maximize the use of international S&T resources, promote more close cooperation between S&T and economy, and occupy a leading place in the process of S&T globalization. Based on the analysis of the present situations in the open of China’s S&T programs and the comparison of the open of the programs in major countries in the world, we suggest that the principles of limited, effective, and reciprocal shall be followed. The current priorities are: preparing guiding principles and implementing regulations for opening S&T program, developing management systems for national S&T programs, developing management systems for protecting intellectual property rights, and formulating related supporting policies.
