113th Report in 2010: Summarizing Experiences in Building a Shared Public S&T Platform in Beijing

Abstract: With a market-operated system, Beijing facilitates the matching between public S&T resources with innovation demand through classification by industries, separation of operating rights and management rights, and promoting breakthrough in operational mechanism and benefits sharing mechanism. The practices show that in sharing public S&T resources, it is important to provide small and medium businesses with high yields with lower cost innovation services through platform building, policy environment optimizing, and insisting on market operation. Beijing’s experiences may be copied in other areas rich in S&T resources for creating new synergy in innovation and promoting homegrown innovation more effectively.
