103rd Report in 2010: Policy Recommendations on Developing Strategic Emerging Industries

Abstract: The current drive for developing strategic emerging industries in China is the key to industrial structure adjustment, change of development approach, and improvement of comprehensive competitiveness. With discussion on the understanding of strategic emerging industries, the article proposes paying attention to both ends of the “Smile Curve”, or innovation capacity at the origin and profitability at the product terminal as well as building industrial core competitiveness through comprehensive design of forward systems and policies.
