100th Report in 2010: Recommendation on Strengthening Cooperation between China and MNCs’ R&D Organisations in China under New Situations (1)

Abstract: Establishment of R&D centers in China and upgrade of their levels are signs of profoundly changed R&D strategies of MNCs in light of China’s strong economic performance post-crisis and its substantially improved innovation environment. As an important base in the MNCs global R&D layout, China shall improve its own innovation capacity by overcoming challenges like internal brain loss and reverse spreading of technology, taking initiatives to strengthen macro guiding, supervision and management, regulating of competitive environment, establishing mechanism of brain gain, leading the cooperation, and leveraging innovation resources of these MNCs.
