Abstract: Targeting the issues in China’s current practices of loan secured by intellectual property rights, the article proposes the recommendation of establishing special fund for facilitating the commercialization of science and technology results by mitigating risks and motivating banks to increase the total of the loan. It also discusses the necessity in establishing such fund, foreign experiences, and operating and management model of the fund.
