59th Report in 2010: New Model for Supplying Quasi-Public Products in Science and Technology: Application of Public-Private Partnership (PPP) in Governments’ Support to Research and Development

Abstract: Since the 1990s’, intensified science and technological competition among countries in strategic fields of economic development, changing demands in social development, and increasing complexity in research and development (R&D) activities, needs of government-provided quasi-public products in science and technology in key areas of economic and social development are emerging gradually. PPP is the new answer to the needs. The article introduces the background, applications, and features of PPP in R&D areas. It proposes that China’s national support to science and technology programs shall be innovated with the PPP concepts.
