58th Report in 2010: Ideas on Input Policies Based on Industrial Cluster

Abstract: Industrial cluster is an important economic media and form of industrial organization for regional development in China. It is especially critical to the development of small and medium businesses. Strengthen support to the industrial cluster with input policies based on the cluster is beneficial to national adjustment of industrial structure and realization of objectives to maintain growth and promote development. Related ministries and commissions of the Central Government (such as the MOST, NDRC, MOF, and MIIT) are promulgating policies to encourage input based on industrial cluster. Local governments at various levels, under the leadership of the Central Government, understand gradually the advantages of upgrading and transforming local industries with development of industrial clusters. In discussion of applications of input policies based on industrial cluster by the Central Government and local governments at various levels, the article believes that regional and industrial policies shall shift their focuses to the applications of input policies based on industrial cluster by the Central Government and local governments at various levels. Available measures for increasing the input include strengthening fiscal and financial supports to the cluster and promoting the building of key demonstration industrial cluster.
