Abstract: Science and technology globalization, low-carbon development and changes in the pattern of economic development in China put forward new requirements for talent introduction. On the basic, China shall put more attention on non-Chinese young and middle aged scientists, their talents and the construction of outside channel. The report proposes that introduction of human resource and talents shall be balanced according to “The long-term human resources development Plan of the PRC” and “Five One Principles.
