41st Report in 2010: Method for Assessing Conformity of Notifications of Technical Measures to Trade

Abstract: Based on rules of the WTO and classification of conformity of notifications, the report assesses the conformity of foreign measures notified with the model of assessment established. The assessment shows that 23% of foreign notifications are assessed as defaults, and 13% as barriers with conforming rate of 76%, or two thirds of foreign notifications comply with the WTO regulations and only about 13% are measures with technical barriers. The report suggests strengthening international consultation in technical measures to trade, establishing national notification assessment base, leading the development of the industries in China with the assessment, as well as providing advices for decision-making.
