Abstract: With the influences of the quake and financial crisis, labor force employed by small and medium businesses (SMBs) in the disaster area increases in numbers after previous decrease in one year. Shortage of technicians is a long-term difficulty faced by these SMBs. Labor force outflows from labor-intensive businesses because of large employment opportunities created by reconstruction projects of rural and urban houses as well as infrastructures during reconstruction post-quake. The SMBs are disturbed by the short-term short in labor force. Most SMBs with the problem are pessimistic about resolving it in the near future.
