From February 24th to 25th, 2011, the Second Annual National Strategy Research Joint Conference of the Science and Technology Development was held in Beijing by Chinese Academy of Science and Technology for Development (CASTED). Wang Yuan, the executive vice president of CASTED, hosted the conference. Wan Gang, Vice-chairman of CPPCC and Minister of Science and Technology, attended the conference and delivered a speech.
     The conference mainly discussed the following topics: China’s 12th Five-Year Plan and relevant planning work on science and technology (S&T), the improvement of China’s indigenous innovation ability, the S&T talents development strategy, the international S&T cooperation, the S&T program management reform, the development of innovative cities, and the brand strategy of enterprises, etc.
      The conference released the National Innovation Index, which is used to monitor and evaluate the development process of the innovative country. The evaluation index system includes five pillars such as “Innovation Resources”, “Knowledge Innovation and Application”, “Enterprise Innovation”, “Innovation Performance”, “Innovation Environment”, etc. This is the first time that CASTED released the research results of national innovation index to the public. America, Switzerland, Korea, and Japan ranked top four countries in “2010 National Innovation Index”. China’s innovation index is 57.9, ranking the 21st among the 40 countries surveyed.
      About 200 people attended this conference. They were representatives from the Ministry of Science and Technology, Development Research Center of State Council, Chinese Academy of Sciences, Chinese Academy of Social Sciences, China Association for Science and Technology, and National Natural Science Foundation of China.
