Abstract: Loan secured by intellectual property rights provides small and medium technological enterprises with new financial method in which services are provided by professional agents who also share the risks. With professional knowledge and expertise from lawyers and appraisers, both enterprise and bank can control their risks as they are shared by professional liabilities. This article proposes some politic recommendation based on the survey of some problems in practice.
